Register as a COFR Operator

Before a vessel can apply for or renew a Certificate of Financial Responsibility (COFR), the party responsible for operating that vessel must be registered with the NPFC COFR Program as a COFR Operator. This page is where you establish that registration. Registering as a COFR Operator creates your organization's profile in the eCOFR system. Once registered, you can submit applications, renew certificates, provide evidence of financial responsibility, file required reports, and pay program fees—all from a single, secure account.
